How to change my Ip.?

Hey i am Uing UBC Fibre Broadband i was wondering if i could change my Ip address.I dont mean Proxy.Cuz i got hacked on my steam and then banned and i wanted to reopen a steam acc but i cnt since my ip is banned.Any ideas how i could do this?
